Is sad.I wonder also if the lower IQ might be something the child inherits from a parent who hits out rather than stop and explain.Those kids never learn to reason.They'll probably learn to do the same as their parents.
No government legislation will actually stop cases of abuse.I also think the government has no business interfering in the vast majority of cases.
There was a story on the radio last week.An out of control teen,can't remember the exact details,but she attacked her mother,hit her and stabbed her with a knife in the leg.The mother slapped the daughter.The mother was prosecuted.Fortunately the judge threw the case out.
