Dry skin on face, 4 weeks... what to use?

Hi everyone!
my LO has started getting dry skin on her forehead and eyebrows. We bath her twice a week and it seems to have gotten worse since i started 'top n tailing' her regularly. Have started to put olive oil in bath and tried using vaseline and coconut oil but just seems to be getting worse in this area (rest of body is fine). just cautious about what to use as its her face and so near to her eyes... any tips? thanks :-)
