Weaning off of nursing

so my daughter is 16 months now and still nursing.  I kind of created a bad habit of falling asleep nursing and she sleeps in the bed with me and still occasional wakes up in the night to be put back on the boob.  I really don't even produce much any more so i dont believe she is nursing because of hunger I think it is just comfort. she also is already on whole milk. So she does whole milk during the day and then night time and nap time nursing.  I've tried giving her a pacifier of every shape and size but she won't take any of them. How do I get her to sleep with out nursing?? I thought about pumping and giving her a nighttime bottle but at 16 months shouldnt she be off of bottles and pacifiers anyways?? Please help.
