Do I have PCOS?

Recently I have been having such bad skin problems; such as acne, increased sensitivity of skin (peeling constantly), darkening skin round my mouth and sides of my nose, my hairs been thinning. I was speaking to someone who told me this might sound like some of the symptoms of PCOS. 

5 years ago I had an ultrasound as I kept getting UTI's, and was told everything looked good. Just wondering if PCOS can occur at anytime or is it something that one can develop over time? So scared because all I can think about is the inability of having children as a result.
