5 week old baby not settling

hi I have a 5 week old. She is only sleeping about 9 hours in a 24 hour period. it takes about 4 hours to get her to settle at night. we have tried pushing her around swaddling etc you name it we have tried it 🙈 once she is asleep she will sleep for about 4 hours fairly settled. But in the day she isn't sleeping either. When she is awake she is very unsettled and agitated. she is feeding every 2 hours now from a bottle. i just wonder if people think this is 'normal' or any ideas to get her settled or what it could be?
