Lap belt car seat? and interesting car seat saftey site

Does anyone know if you can get a forward facing car seat which only needs to be secured by a lap belt?

Just found this site http://www.childcarseats.org.uk/choosing/position.htm and its worth a look, did you know that they say that the safest place for car seat is in the middle IF there is a 3 point seatbelt? as its further away from sides of vehicle, also has lots of other stuff so thought id share
