Third car seat - is this legal?

I have a 7 year old 125cm tall grandaughter and 2 other grandchildren

We are all going away to Lapland near Christmas. We have 2 child seats for younger children and we are planning to put a booster between these seats and use the adult cross chest seat belt for 7 year old.

Is this legal and is it a safe option ?
