trouble!!!!

hi girls, i have 4 boys aged 22mnts,5,9,10 and 1 on the way and im having trouble wiv my 9 year old he as always bn a hand full but he is very helpful and loving but he loves 2 play out but he always gets into fights or arugements and he doesnt seem bothered who it is boy -girl older r younger . and im really worried about him we live in a nice area but all the kids go to the park at the end of our street and that were it normally happens and now my oh thinks we should keep him in so it keeps him out of trouble wot do u think ? im not sure and i think its unfair . he isnt a bully coz he always comes off worse but its just his mouth!
