Crying at bedtime

My daughter is nine months old and for the past two months she has been crying uncontrollably at bedtime. She is fine and happy until we have to change her diaper and into her pajamas and she cries and kicks so hard that it takes both my husband and I to change her. She calms down as soon as we give her the bottle whether she was fed an hour prior or even earlier. And regardless of how much of formula she eats, she falls asleep immediately afterwards. We have tried noise machines, changing her bed time to earlier, etc but nothing seems to help. I'm at my wits end and don't know how to fix this forming habit. Please help.
