bed time routines

I have the dinner bed bath routine in place however my son who is 19 months old does not go to sleep till 11 pm.

I have tried everything ,everything in the book to try get him to sleep for 7 or 8 however he just wont sleep.

Can anyone help or have any ideas so i can have the evening to myself lol .
