Inhaler makes cough worse

Hi, my daughter started with a cold 4 weeks ago that then turned into a cough. 4 weeks on and she still has the cough.
She wakes up every night coughing.
She's hardly coughs during the day.
One GP prescribed her a blue inhaler. I used it a total of 4 times within a week but stopped has it made the cough worse and wheezed when coughing after using it.
Recently a different GP prescribed her a preventer inhaler with steroid in. She said to use it morning and evening. I gave it to her yesterday and that also made the coughing worse.
Her eczema has also flared up.
I just have no idea what is happening.
