help?

my son seems to going mental at the mo, i dont no what he is doing. he keeps waking, wont nap long, doesnt want to go in cot!!!! we live until july! with my mum and father in law and they do shifts so when she has been up at 5 carson has been waking not long after as they are very noisey!, i have asked him kindly to keep it down, i hear them too!!! and they say they do and that 'normal' children sleep through most things!!!!! what he hell am i suppose to say to that. also i find it hard to put him down in day when they are here as i am waiting for him to wake! i keep telling myself that i only have 2-3 months here. on a seperate note carson seems very unsettled yet very tired, but if i put him down he screams!!!! i dont no if i am putting him down to early or to late! he is 15 months.
also he is rubbing eyes and very tired but wont sleep?!
