Children being late for school sends out the wrong message to the child and is so disruptive for lessons. They are only talking about fines for parents who are repeatedly late.
Why for each parent? Seems like just a way of getting more money out of parents, seeing as its usually one parent who has the responsibility of getting kids to school.
