Should I say anything

My bf of two years has a daughter who is 4 he is smitten with her loves the bones of her and he has her a lot. When she was bathing I noticed he uses his hands to wash her , including her vulva and bottom. I don’t for a second think this is sexual but maybe it’s a boundary he hadn’t thought anything of. He will rub her vulva with bare hands to soap her up I just feel she is a bit old fir this now. Also the rubbing of talc down there she will lift her leg up her legs are open and then dad with bare hands will rub talc on her. Should I tell him I think he should be maybe using a wash cloth instead?
