At my wits end please help

my son is 11months old (1 end of April) and he cant crawl yet but he is trying really hard. But over the passed few Weeks he’s become grumpy and so whiny i can’t do anything with him i sit and play with him but gets bored easily and starts to whinge and cry he used to be such a content baby 

I don’t like going places with him because he just cries and screams we went to a 1st birthday party the other day and he cried 90% of the time there 😭

is this just a phase he is going through? Or is this his personality? Im exhausted and plus he isn’t sleeping to well either 😭😴
