I read this and thought 'ooh, this I can do', I have a 21 month old boy, and just had a quick look through the gift finder on ELCs website - but tbh I'm not sure that at this age and budget boys and girls are that different - mine would like puzzles, colouring and painting things, musical instruments (or anything that makes noise!) - as well as the obvious cars etc.
How about something like this: http://www.elc.co.uk/toy/timmy-time-jigsaws/ My friend has this one and says it's quite difficult - but as in they won't grow out of it too quickly rather than it's too difficult to do.
I have a 2 yr old boy and at the minute he is obsessed with anything car like lol he spends hours playing with cars. someone got one of rhys these for his birthday and he loves it. It has a magnetic drawing board on it. They do them in different books and also have ones that have a little aquadraw attached too. Great for taking out somewhere to keeo them occupied. http://www.asda-entertainment.co.uk/books/disney-cars/10160088.html
